The putting forth of nationalist doctrines was one
of the mental exercises of the eighteenth century.
Primarily it was the work of intellectuals and an
expression of current intellectual interests and
tendencies. But what has chiefly enabled nationalist
doctrines, once put forth, to take hold of the masses of
mankind since then, has been a marvellous improvement
in the mechanical arts, an improvement which is
nowadays termed the Industrial Revolution—the invention
of labor-saving machinery, the perfecting of the steam
engine and other motive devices, the extensive use of coal
and iron, the mass production of commodities, and the
speeding up of transportation and communication. This
